DLA Town Planning Ltd has secured planning permission for the residential redevelopment of a former Guide Hut in Bushey Heath, Herts on appeal. The Guide Hut is located on a tight urban site with no existing external area and no parking provision. It sits between a terrace of houses and a narrow residential road accessing dwellings to the rear. Three applications were submitted as follows:
• two one-bed dwellings; • two one-bed flats; • and one two-bed house.
These were all refused by Hertsmere Borough Council although the latter was recommended for approval by officers following negotiation.
On appeal the Inspector allowed both the appeal for one house and that for two one-bed flats. She accepted DLA’s arguments that the units provided an acceptable internal living space, an adequate external amenity area and that although no parking was provided, the demand would be less than the previous community use. She also dismissed the Council’s concerns over the loss of the Guide Hut due to the poor condition of the building and DLA’s information about the availability of other local social and community facilities.
The approved scheme will resemble the terraced houses adjacent and will widen the access to Orchard Close.
