DLA has obtained planning permission for an extension and the change of use of Target House, a 3 storey vacant office building in London Colney near St Albans, to a Day Care Surgery unit for minor operations.  This development will provide two operating theatres, 18 patient rooms and staff facilities.  The use will employ about 50 people.

 

 Loss of Employment Land

The Target House site is located in a defined employment area and St Albans District Council were concerned about the loss of employment generating land.  However, the building has been partially vacant since 2008 and wholly vacant for a year, with a lack of demand for their use as offices. 

 

The District Council accepted DLA’s arguments that the proposed Class D1 use would not be detrimental to other Class B1 uses in the employment area and would provide employment with potential for local job creation.   DLA also provided an assessment indicating the plentiful supply of vacant office premises in the District.

 

National Planning Policy Framework

In the light of these factors the District Council concluded that the proposal reflected the up-to-date advice in the National Planning Policy Framework for Local Planning Authorities to avoid the long term protection of employment sites where there is no reasonable prospect of the site being used for traditional employment purposes.
