DLA Town Planning Ltd, leading a multi-disciplinary team acting on behalf of Jarvis Homes Ltd and Plowman Craven Ltd, have secured outline planning permission for the redevelopment of the Lea Industrial Estate, Lower Luton Road, Harpenden, with 67 dwellings (including 23 affordable units) and two Class B1 office blocks.


St Albans District Council allowed planning permission despite the site’s status as one of only four allocated employment sites in Harpenden and its location within Flood Zone 2 (Medium probability of flooding) and Flood Zone 3 (High probability of flooding).

With regard to the residential development of part of an allocated employment site, the District Council accepted DLA’s arguments that the benefits of the proposal outweighed any harm due to the following factors:

-         the net increase in jobs on the site;

-         the affordable housing provision;

-         the re-grading and significant improvements to the river bank;

-         the new riverside walk; and

-         the regeneration of this part of Lower Luton Road.

In respect of the issue of flood risk, the District Council accepted the findings of the Sequential Test submitted by DLA that there were no reasonably available sites appropriate for the proposed development in areas with a lower probability of flooding.
